Phase 1

Phase 1 includes the town of Welch and areas along the Tug Fork River beginning at Hemphill and running upstream to Anawalt. Also included are Elkhorn Creek from Welch to Northfork and Browns Creek from its mouth approximately a mile and a half upstream.
